Police are asking for help in identifying the woman suspected of crossing the telephone lines from Lincoln several times.
Lincolnshair police have been damaged since March 11 in Moorland Avenue and Birchwood Avenue, police said.
In two cases, deprived people remained without connection to their livelihood alarm system, which calls for a medical emergency.
The suspect is described as a white woman, about 35 years old and has black hair, riding a mountain bicycle and red and carries a blue and blue bag.
Julie Bruton, who runs a YMCA charity shop in the region, has described the internet interruption as “uncreditary distress.
“He went down after 10:00 pm on Tuesday,” he said.
“We haven’t been able to do any money for the card or get the Internet at all, which means that customers were forced to go across the road to get money so that they can pay for their purchases.
“We have lost very terrible sales and as they can understand, in our post, that’s not an option – we need to earn as much as we can.

The officers are calling for information and security cameras.
Lincolnshair police spokesman said the force was deliberately treated as a crime and worked with Openrich on the investigation.
“The cables will be cut off at the polar station of the telephone, which are on residential streets, and are connected to the residence,” the spokesman said.
“Every time the cables are cut, dozens of houses remain without access to telephone and internet lines, sometimes for several hours, sometimes for several days while emergency work is done to repair them.
“This can keep people in an unbelievable weakness if they rely on the telephone line so that they can contact or contact them, or contact online support services.
The BBC has contacted Openreach to respond.
