Defenders Alex Greenwood, midfielder Georgia Stanway and striker Lorn Wheat Wheat are among those who have already been missing with injuries, but Wigman was in a positive mood as he predicted Friday’s game.
England drew 1-0 at Wembley in February with a draw in Portugal in a draw in Portugal.
Several lions’ players have also been in a good form, including Arsenal striker Alysia Russo, the second goal of the season.
“What we saw (from the last camp, many rival games. It was really enjoyable to watch and you saw the level rose again,” Wigman said.
“There has been a big challenge with the games in which many England players are involved, so it was really good to see,” he said.
“You can see a very confident player and they are in a good place,” he said.
England captain Leah Williamson, who plays alongside Rousseau at Arsenal, believes the striker will play with confidence.
Rousseau has scored 17 goals in all competitions this season and has scored the most in the Champions League.
“I think everyone always says how nice Alysla is and everyone wants to see that he is working well because of that,” Williamson said.
“But to be number nine in each team, that type must be – not arrogance – but you have self-confidence.
“We all want to see Alysia plays as it is and I hope she will carry it because she deserved it as a human being and does a lot of work for it.
“We know what a talent he has. When he scores, he is trusted and given back to the team.
